その中でエネルギー供給業者が、講じる措置として、太陽光、風力等の再生可能エネルギーの有効利用に促進につとめることが必要、とあるのだが、経済産業省のいう「買取制度」では、太陽光を変換して、得られる電気の調達を促進する立場だそうだ（風力、水力発電ではうまみが少ない、ということなのか・・・。風力発電については買取導入予定のようだが、水力はいつだろうか）。
なお、電気事業者による電力買取り制度は、（買取価格を引き下げながら）、適切な投資回収が可能となる期間行われるものになっている。
自己消費を除いた分の買取になっているが、電気事業者の買取の為の費用は、電気を消費する「全員」の電気代に転嫁される点は、制度利用ができない者との不公平さが問題視されているのは周知の通りとなっている。
